POOL FOB ACTIVATION

The current on-site pool fob activation for the 2026 season is over.  However, you can still activate your pool fob.  
 
Print out the two-page pool form from the website.  Read and initial all the pool rules.  Your fob number is on the back of the pool fob.  Payment is by check or Venmo.  Pool fobs are $50.00.  Mail your pool form and check to:

If you choose Venmo submit it on the day you mail the form. In the subject area put your name, address and for pool fob.  Then mail the two-page form.  The Venmo account is @cottonlakeshoa.  Note the day you mailed your information.  Wait three days to see if it has been activated. 
 
No pool fobs will be activated without receiving the completed pool form and payment.
 
If you have lost your pool fob or never had a pool fob, send a message from the main page of the website.  You will be contacted. 
 
Do not put pool forms or checks in the ARB box at the pool. 
 
Come enjoy the remodeled pool with your neighbors.

UPCOMING POOL SEASON INFO

Pool season is here again... Please read entirely!
 
The new pool liner will be finished this week. We have cleaned the pool breezeway, painted, and cleaned the bathrooms. The pool will be open this year from May 1st through September 30th.
 
This year will come with a price change of $50.00 for a key fob for 5 months, $50.00 for a Private 2-hour pool party. This means only invited guests will be at the pool during the party times. Plus, a $25.00 refundable deposit if the property is left clean. Please do not put tape up on the walls at all. If the smaller can is full, pull the bag and put it into the blue can. An extra bag will be in the bottom for replacement.
Also, please read the pool rules on the form that you sign.
NO FOOTBALLS!
 
We will have 2 weekends to sell the key fobs if you have lost the one you already had, its $10.00 replacement.

IMPORTANT REMINDERS

Cotton Lakes Community,
 
I hope everyone is doing well. It's that time of year when we need to start cleaning up our yard.
  1. Let's start with killing the weeds; all they do is smother the grass, preventing it from growing.
  2. Mailboxes, we have some hanging on by a prayer. Let's get the boxes replaced if damaged. If the whole post is broken, you can get one from Doyle Bingham, 334-799-1018; he can help, or you can do it yourself. The box needs a red flag, a mailbox door on the front, and a lot of the boxes just need a can of spray paint. Please, no zip ties to hold it on.
  3. No Parking on the grass in the front yard, you're killing the grass, it's a violation also.
  4. Roofs, we understand how difficult it is to deal with insurance companies. These roofs can't have tarps or anything placed to cover up a hole, except if you are waiting to have a roof replacement scheduled. Please call the HOA number and let us know what's going on. We can keep a log of your home.
  5. No enclosed trailers, utility trailers, or shed boxes in driveways. Keep in the backyards.
  6. Painting your shutters, they have to be either the same color as the original or match the color chart on our Cotton Lakes website. If a shutter falls off, let's keep it put back on.
  7. Cotton Lakes' website has the ARB Information and forms you need to fill out before painting, so together we can make sure everything you do is good to go.
  8. Dogs, when you walk them up at the Common ponds, please take a bag and clean up after them. It's a mess now just to walk around the ponds. Repair your gates so the dogs can't run loose in the neighborhood.
  9. No overnight parking. Make sure all vehicles are in the driveway. Please let us know if you need to park for a night. Someone will be keeping a log for the next step for this violation.
  10. Let's get ready for the 2026 year of the best neighborhood. Everything is on the Cotton Lakes website. Please read about the ARB if you haven't. Thank you all. Please reach out if anyone needs help.

Important Annual Dues Update

Hello Community,
 
It has been brought to our attention that the annual dues invoice is incorrect. We apologize for any confusion or inconvenience this may have caused. Please be aware that annual dues are actually due on February 1, 2025 and are late on April 1, 2025. We are working to get new invoices sent out to the community but want you all to know that we are now aware of the clerical error. Suspicious Activity
 
If you see suspicious activity, please contact the City of Wetumpka Police Department (334-567-5321) or the Elmore County Sheriff's office (334-567-5546) immediately.  Reporting issues quickly can aid in resolution.  
 
If you are comfortable doing so, communicate with your neighbors when you will be away in order that they can also assist with notifying law enforcement of suspicious activity.

Ponds and Fountains
The CLHOA Board met with the original developer of the Cotton Lakes Subdivision, Mr. Tom Macon in October of this year.  The meeting was to clarify information as it pertains to fountains and ponds in the subdivision.  Please see the attached minutes of the meeting.
 

HOA General Information
Cotton Lakes Ponds/Waterways
On 6-13-24 Mr. Graves Lovell, Fisheries Biologist with the Alabama Wildlife & Freshwater met
with Alicia Allen, Judy Thrift, Carol McMichen and Wes Williamson, Cotton Lakes board
members. We visited five (5) ponds in the community. He reports the following:
 
ALL PONDS
Mr. Lovell stated that all the ponds are well balanced with a few issues to correct. If you want
more and bigger fish, you would have to apply agricultural lime this winter, about 4 tons per
acre. Then fertilize next March-October when visibility exceeds 28 inches. However, this is very
expensive and only increases the size and number of fish. It is optional if you want to harvest
the Bluegill. Otherwise it is not necessary to recheck the ponds. All fish are safe to eat.

Common Pond #1 and Common Pond #2
These two (2) ponds face Chapel Road. The population is crowded with small bass. To increase
the bass size you need to harvest all bass that are under twelve (12) inches and return bigger
bass to water. Stock ten (10) grass carp per acre. All homeowners are allowed to fish these two
(2) community ponds.

Middle Pond #3
This pond faces Chapel Road. The population looks good for growing big bass. Only remove a
few bass to eat. No need to remove for population purposes. Spray the alligator weed with
Glyphosate in the summer as needed. This pond is on private property. You must get
permission from a homeowner living on this pond to fish.

West Pond #4
This pond faces Chapel Road. The population is in balance. No need to harvest fish unless you
want. Stock five (5) grass carp per acre. This pond is on private property. You must get
permission from a homeowner living on this pond to fish.
 
Pond #5 - King Cotton/Cotton Meadows/Cotton Lakes Blvd Pond #6-Spinning Wheel

The population looks good. You may want to harvest a few fish. Stock ten (10) grass carp per
acre. **This pond seems to have a blocked overflow pipe. The pond has encroached on two (2)
properties at the end of the pond backing up on Christy Court. This is a loss of property and
really needs to be addressed. There are several trees that were planted on land but now are in
the water possibly causing more blocking of the drainage pipe. This pond is on private property.
You must get permission from a homeowner living on this pond to fish.

Fountains
The fountains in the ponds facing Chapel Road are for beautification only. They serve no
purpose for the health of the ponds.
 
Blue Color
The blue color applied to front ponds is a dye. It will not affect the fish. However, there is a cost for the treatment and is done by a pond company.

Covenant Reminders
Are You in Compliance?
 
As you know, compliance with the Architectural Review Guidelines, Covenants and Restrictions and rules and regulations of the Cotton Lakes Homeowners’ Association (HOA) assists in maintaining your property value and the attractiveness of our community. Routine inspections are performed to ensure compliance with rules and regulations of the association.
 
When a homeowner fails to comply with the governing documents of the CLHOA, the following procedure is followed:
  1. A letter is to be written and mailed to the noncompliance homeowner.
  2. An inspection is performed to ensure compliance.
  3. If the homeowner continues to be noncompliance, a follow-up letter is sent.
  4. An additional inspection occurs.
  5. If noncompliance continues (efforts on behalf of the HOA – ignored or disregarded), the homeowner is notified that fines will be assessed and could be turned over to the HOA attorney for action.  In the case of parking on the street, the vehicle will be towed at owner's expense. 
 
Let’s EACH do our part by abiding by the rules and regulations. Please be aware of the following rules and regulations that we most often ask homeowners to correct:
